The developed technology of Southern Leyte State University (SLSU) known as Pako Pickles officially secured the first ever Fairness Opinion Report (FOR) in the Province of Southern Leyte last October 22, 2021 after the two (2) rounds of virtual meeting of the Fairness Opinion Board (FOB) held last October 7 and October 14, 2021, the 1st and 2nd FOB meetings, respectively.
Pako Pickles is a technology of SLSU that was developed from the two (2) registered Utility Models (UMs) with the title “Composition of Fermented Fiddlehead Fern Pickles” and “Method for the Production of Fermented Fiddlehead Fern (Diplazium Esculentum Retz.) Pickles” generated by Dr. Mary Ann Jilly Ramirez, the Department Head of Food Science and Technology of SLSU. The said technology underwent 15 working days of FOB evaluation for the issuance of Fairness Opinion Report (FOR) to SLSU, as the licensor, and El Jardin Del Eden Foods Station, as the licensee. The said FOR transaction is SLSU's recent efforts in complying with the FOB Guidelines and the amended rules and regulations to implement the provisions of Republic Act No. 10055 or otherwise known as the “Philippine Technology Transfer Act of 2009”.
The constituted FOB through a Special Order from the Office of DOST Secretary attended the 1st FOB meeting via zoom platform. The FOB is composed of three (3) members, namely: Dr. Vivian L. Moya, the Director of Intellectual Property and Technology Business Development Office of Samar State University; Ms. Nelissa A. Sudaria, an Instructor from Northwest Samar State University; and, Ms. Annabeth A. Urmeneta, Chief Executive Officer of ANR Business Solutions Accounting Firm.
Dr. Moya led the evaluation on the Intellectual Property (IP) and the negotiated licensing agreement. Ms. Sudaria focused on the evaluation about the technical features of the Pako Pickles, while, Ms. Urmeneta evaluated the financial capability of the licensee to sustain the production of the said technology.
The virtual oath-taking of the Non-Disclosure Agreement and No Conflict of Interest highlighted the 1st FOB meeting wherein Engr. Ernesto M. Granada, the DOST Regional Director and Chair of the FOB VIII Secretariat led the ceremony. Moreover, Engr. Florentino L. Quiñones presented the DOST Circular Memorandum Order 002 with the subject “Guidelines on Issuance of Fairness Opinion Report by the Fairness Opinion Board and Written Recommendation by the DOST Secretary under Republic Act 10055”. The formality evaluation on the proposed transaction took part also in the meeting wherein the documentary requirements were presented to the FOB as submitted by the SLSU and El Jardin Del Eden Foods Station.
The SLSU, as represented by Dr. Constantino Medilo, Jr., the Director for Research and the ITSO Manager; with Dr. Ramirez, Head of Department of Food Science and Technology and the technology generator, presented the brief features and applications of the Pako Pickles technology during the 2nd FOB Meeting last October 14, 2021.
The FOB members interviewed the licensee regarding the negotiated licensing transactions. Also, the FOB Members discussed with Dr. Medilo the provisions of the Technology Licensing Agreement.
The FOB Secretariat of DOST VIII endorsed the FOR to DOST- Technology Application and Promotion Institute (TAPI) to request for the issuance of Written Recommendation (WR) by the DOST Secretary. (By Ms. Leonysa Bacor, FOB VIII Secretariat Staff)
